The City of Ferndale is seeking qualification statements from Professional Design Engineering firms for the City’s Grandview Sewer Extension Project.
The City is seeking an Engineering firm to provide design-engineering and construction-engineering services for an extension of sewer service to the Grandview area, including the creation of plans, specifications, estimates and ancillary services including but not limited to Local Improvement District formation support, inspection, and project management.
Interested parties are responsible for monitoring the City’s website for information concerning the RFQ and any addenda issued.

RFQ SUBMITTAL DEADLINE AND DELIVERY LOCATION
All responses shall be made in writing. Responses by FAX will not be accepted. Sealed responses will be received by the Public Works Department of the City of Ferndale, Washington up to the hour of 5:00 p.m., August 15, 2018. The Statement of Qualification submittal shall be a maximum of 10 double-sided pages (i.e., 20 pages). Four printed and bound copies as well as one electronic copy in PFD format shall be submitted. Responses delivered later will not be accepted. The City of Ferndale is not responsible for delays in delivery.
All responses to this request that are mailed through the United States Postal Service shall be addressed to the Public Works Department, City of Ferndale, P.O. Box 936, Ferndale, WA 98248. Hand-delivered responses, or responses not sent through the USPS, shall be delivered to the Public Works Department, 2nd floor front counter, City of Ferndale, 2095 Main Street, Ferndale, Washington. The United States Postal Service will NOT deliver to the street address. All responses shall be placed in a sealed envelope, which is clearly marked “FERNDALE GRANDVIEW SEWER EXTENSION PROJECT RFQ”.
The City of Ferndale reserves the sole right to terminate this process, to not award a contract, and to cancel or modify this solicitation process at any time. In no event will the City or any of their respective agents, representatives, consultants, directors, officers, or employees be liable for, or otherwise obligated to reimburse, the costs incurred in preparation of this RFQ, or any related costs. Project Background
The City of Ferndale annexed the Grandview area in approximately 2010. Since the annexation, lack of sewer service has limited the development potential in the area. The City, working in conjunction with Wilson Engineering, has prepared a preliminary design that will form the basis for full design of the Grandview Sewer Extension. The current design relies on a series of pump stations and gravity lines to complete the 2.5 mile alignment. A copy of the report can be found on the project page

The City is also pursuing the formation of a Local Improvement District “LID” to fund all or a portion of the work. Should initial property valuations suggest that an LID be viable, the successful firm will be tasked with assisting with the formation of the District. The City requesting engineering services for preparation of plans and specifications and estimates. Further phases including construction engineering and inspection services may be added.
Submittal Requirements
This part of the RFQ describes the format and content of each section of the submittal.
Introductory Letter – The proposer may use this section to introduce the RFQ submittal and/or to summarize the key provisions of the submittal. The introductory letter shall include, but need not be limited to, the following information: The name of the firm, as well as, the signature, printed name and title, telephone, and email of the officer authorized to represent the firm in any correspondence, negotiations and sign any contract that may result. The address and office that will be providing the service, a project manager’s name, telephone, and email address. The federal tax ID numbers, and state of incorporation, if applicable, must also be included.
Approach and Understanding – Provide a detailed description of the project understanding and technical approach for completing the project and any suggested revisions. Include any issues that your firm believes will require special consideration.
Project Organization – List contact information for the lead firm and all sub-consultants to be engaged for the project; organization chart; brief description of responsibilities and qualifications for key personnel that emphasize experience directly relevant to the project. Key personnel include the project manager, project engineer, structural engineer, controls engineer, electrical engineer, geotechnical engineer, construction manager, and QA/QC team. List hours per average week each key personnel will work on the project.
Schedule – Provide a work schedule for the design phase. Consultant shall assume a minimum of three (3) weeks for all City of Ferndale review periods. Consultant shall prepare a standard and expedited schedule.
Management Control Program – Describe the project management approach; cost control system used to track expenses and labor; method for project status reporting; and schedule control system. Describe the project review and QA/QC program.
Experience and References – Provide descriptions of projects performed by the individuals listed under Project Organization. Projects must be similar in scope to the City’s project. Consultant experience that does not include the individuals listed under Project Organization will not be considered. Provide references for each of the listed projects.
Familiarity with City Infrastructure, Development Standards, and Operations – Describe key personnel’s familiarity with City of Ferndale water infrastructure and operations.
Proximity of Project Office and Project Manager – Describe proximity of Consultant’s Project Office and Project Manager to Ferndale
Resumes – Provide a resume for all key personnel listed under Project Organization.
Selection Criteria
A technical review panel composed of City staff and/or others will evaluate and rate each proposal based on the following items:

The City of Ferndale may hold interviews with a short list of Consultants prior to final selection. The highest rated consultant will be invited to submit a scope of services and cost proposal. The Public Works Director will negotiate the final scope and cost of services with the selected Consultant. If the City and selected Consultant are unable to agree promptly on final terms and conditions, the City reserves the right to select the next highest rated Consultant.

Plans, Specifications and Engineering Services

The City of Ferndale is seeking qualification statements from firms with experience providing design services, up to and including: facility design; surveying; geotechnical investigation; studies and services; permitting; as well as the creation of plans, specifications and estimates; for the Decant Facility Design project.
The project will design of an approximately 100 feet by 50 feet covered and partially enclosed stormwater decant facility building to effectively and efficiently handle debris from the cleaning of stormwater structures and street sweeping in the City of Ferndale. The new facility will help the City meet stormwater permit requirements for proper stormwater conveyance liquids disposal. This project will be funded in part by a Department of Ecology grant for the water quality improvements in the Nooksack River and Schell Creek watersheds.

The applicant proposes to construct approximately 56,000 SF of commercial area. This exceeds the minimum threshold of 30,000 square feet of gross floor area therefore a SEPA checklist is required.

The lead agency for this proposal has determined that the project does not have a probable adverse impact on the environment, mitigation measures will be covered through the City of Ferndale regulations and review process.
In addition to compliance with current City regulations, the following mitigation measures were identified relative to the proposed project.
EARTH: An erosion control plan will be implemented to comply with the National Pollution Discharge Elimination System (NPDES) construction stormwater permit and guidance. Construction Stormwater Pollution Prevention (SWPPP) will include erosion control BMPs implemented in accordance with the latest adopted Department of Ecology manual.
AIR: The project will include dust control measure such as applications of water to control dust and construction equipment operation will be limited to daylight hours.
AESTHETICS: Any facades adjacent to Hovander Road should be articulated to reduce the massive scale and the uniform, impersonal appearances. Per the Ferndale Municipal Code, such buildings must provide visual interest that will be consistent with the community’s identity, character, and scale. Facades, exterior walls and entryways shall provide consistent architectural treatment. Attractive, visually interesting facades shall reflect the guideline contained within FMC 18.58.070(A)(1) (building design guideline for facades and exterior walls).
WATER: Applicant will install or preserve measures to comply with the latest Ecology guidelines and the required NPDES permit.
NOISE: Construction hours shall be limited to 7AM-10PM. The use of on-site landscaping will help to reduce, and control noise impacts generated by the completed development.
LIGHT AND GLARE: Lot lighting will be shielded and directed towards the project site and building glass will be non-glare.
TRANSPORTATION: Traffic control, or haul routes (if applicable) shall be coordinated through the Public Works Department.
Compliance with City traffic concurrency is required. Payment of traffic impact fees and installation of street frontage improvements is required.
Primary routes will be taken to and from Smith Way and not from Main Street.
CULTURAL RESOURCES:
An archaeological survey is required to be submitted for review and approval by all relevant agencies. Inadvertent Discovery of Archaeological Resources: Should archaeological resources (e.g. shell midden, animal remains, stone tools) be observed during project activities, all work in the immediate vicinity should stop, and the area should be secured. The Washington State Department of Archaeology and Historic Preservation (Gretchen Kaehler, Local Government Archaeologist 360-586-3088) and the Lummi Nation Tribal Historic Preservation Office (Lena Tso, THPO 360-312-2257; Tamela Smart, Deputy THPO 360-312-2253) should be contacted immediately in order to help assess the situation and to determine how to preserve the resource(s). Compliance with all applicable laws pertaining to archaeological resources is required.
Inadvertent Discovery of Human Skeletal Remains on Non-Federal and Non-Tribal Land in the State of Washington (RCWs 68.50.645, 27.44.055, and 68.60.055)
“If ground disturbing activities encounter human skeletal remains during the course of construction, then all activity will cease that may cause further disturbance to those remains. The area of the find will be secured and protected from further disturbance. The finding of human skeletal remains will be reported to the county medical examiner/coroner and local law enforcement in the most expeditious manner possible. The remains will not be touched, moved, or further disturbed. The county medical examiner/coroner will assume jurisdiction over the human skeletal remains and make a determination of whether those remains are forensic or non-forensic. If the county medical examiner/coroner determines the remains are non-forensic, then they will report that finding to the Department of Archaeology and Historic Preservation (DAHP) who will then take jurisdiction over the remains. The DAHP will notify any appropriate cemeteries and all affected tribes of the find. The State Physical Anthropologist will make a determination of whether the remains are Indian or Non-Indian and report that finding to any appropriate cemeteries and the affected tribes. The DAHP will then handle all consultation with the affected parties as to the future preservation, excavation, and disposition of the remains” (DAHP).
