PROJECT DESCRIPTION: The City of Ferndale is considering modifications to FMC 18.76 (Parking Spaces, Parking Layout and Loading Requirements – All Zones) for the purpose of adding language related to the design and construction of private parking lots. Specifically the City wishes to add dimensional requirements for parking lot aisles and driveways and to include illustrations of parking dimensions in a variety of different configurations and angles (for example, 45, 60 and 90 degree parking configuration as well as parallel parking configurations and dimensions will be considered).
The City will also consider modifications to FMC 18.76 and the Ferndale Development Standards (adopted by reference through FMC 15.36) in order to include Low Impact Development construction approaches, so as to reduce impervious surfaces in parking lot configuration.
The project will likely be considered in phases, all subject to this SEPA environmental review.

PROJECT DESCRIPTION: The City of Ferndale has initiated review and update of the Ferndale Development Standards, adopted by reference in the Ferndale Municipal Code at FMC 15.36. The Development Standards “provide minimum standards to safeguard public safety, health and welfare by regulating and controlling roadway, domestic water, sanitary sewer and storm drainage design and construction.”
The full review and update of the Development Standards will occur in several phases. The first phase will focus on updates to the text of the standards themselves and will include limited amendments to policy. The text of the standards has not been updated since 1995.
The second (and subsequent) phases will include a comprehensive review of the standards for compliance with the Washington State Department of Ecology 2012 Stormwater Manual, as well as the update and modification of drawing details within the standards themselves, as is determined to be necessary. These subsequent phases may include modifications to City policies and procedures related to infrastructure design and construction.

PROJECT LOCATION: Citywide, within the Gateway Development District, Mixed Use Commercial Zone, Residential Office Zone, General Business Zone and potentially including the City’s Light Industrial and Manufacturing Zones.
PROJECT DESCRIPTION: The City of Ferndale is considering adopting a new chapter (FMC 18.59 – Non-Retail Design Guidelines) to the Ferndale Municipal Code. As proposed, the chapter would require that developers of non-retail commercial and/or industrial projects identify design approaches that will be integrated into the development. The code does not require a specific design approach, but does include several potential “model” design concepts – Northwest Architecture, Americana, Industrial Agriculture, and Environmental and Energy Efficient Design (names/titles subject to change).
As proposed, compliance with the new chapter would be required for non-retail developments within the City’s Mixed Use Commercial and Gateway Zones, but could also be applied to the City’s Residential Office and General Business zones. For the purposes of environmental review, the City may also consider adopting the requirements within the Light Industrial and Manufacturing zones, although this adoption is not likely due to the “function over form” use expectations within these latter two zones.
The City’s intent is not to create a rigid design chapter that would require that all developments look the same. Rather, the City expects to utilize the new chapter as a basis for continued collaboration with the applicant, requiring that the applicant consider design elements when establishing new buildings or sites. There are little or no penalties for applicants who choose to maintain the status quo.

Davy Sangara, PO Box 277, Custer, WA 98240 is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, Sawarne Lumber Laydown Area Expansion, is located at 5530 Nordic Way in Ferndale, in Whatcom.
This project involves 3.0 acres of soil disturbance for commercial construction activities.
The existing 15-acre site contains a 51,000 square foot building surrounded by paved and gravel laydown and lumber storage areas. The 3.0 acre proposed development will take place in the northeast corner of the property that presently consists of a gravel surface laydown area. The proposed development will consist of regrading the area and constructing a 0.5 acre combined stormwater detention pond and water quality treatment wetland in the northern portion of the site.
Stormwater will be discharged to an existing ditch and city stormwater pipe conveyance system that discharges approximately one mile north of the site into the Nooksack River.
